After the choice is made, gamers need to place weapons (including nuclear warheads), air defense systems, and a fleet on the territory. This occurs within 18 minutes of game time, and combat is prohibited during this period. They begin when entering DEFCON 3 mode, when the first row of restrictions is removed.
