Heli-Cats puts players in a world experiencing an energy and economic crisis. Against the background of this instability, the rebellious forces begin a coordinated attack on the Alliance. The combined security alliance uses a special helicopter unit acting under the guise of a local militarized formation. Pilots Tiger and Lynx fulfill the mission to repel the invaders and clarify the causes of the conflict.

Their operations are planned so that they can renounce them in case of failure, conducting gamers through 8 arcade stages and 2 more available under special conditions. The key gameplay Heli-Cats uses the system of two echelons that allows the helicopter to switch between high and low positions. Shells have color marking, and ammunition affects the goals only at their high -altitude level. This mechanic creates a way to maneuver under enemy fire, but requires rapprochement with the enemy to apply damage.

A local cooperative is provided, where two participants can pilot individual cars. A quick press of the fire button releases a standard queue that increases the focus counter when hitting the target. The holding of the shot button spends the focus counter to conduct an enhanced attack. This fire regime neutralizes certain enemy shells and forces the destroyed opponents to drop spheres.
